Position Title: Jabali Program Manager

Agency: Homeless Children’s Network

SCHEDULE: Full Time - Starts Immediately

SALARY: $85,000- $90,000

HOMELESS CHILDREN’S NETWORK MISSION STATEMENT

The mission of Homeless Children’s Network is to decrease the trauma of homelessness and domestic violence for children, youth, and families; to empower families; and to increase the effectiveness of collaborative efforts among service providers to end homelessness and poverty.

Homeless Children's Network is a community-based organization providing mental health and family support services to children and families who are homeless and formerly homeless.

JABALI YOUTH ADVOCACY PROGRAM OVERVIEW:

Jabali Youth Advocacy Program Is a youth-led initiative designed to amplify young voices on issues of substance abuse and prevention. This program empowers youth leaders, ages 14-17, including those who are African American, low-income, LGBTQQ, under-housed, academically underperforming, or disconnected from school. Additionally, it supports youth exposed to violence, abuse, trauma, or those facing mild to severe mental and behavioral health challenges. Through skill-building activities, the program helps participants refine their personal stories, develop effective messaging platforms, and advocate for youth perspectives in the substance use conversation. By fostering leadership and action, the Healing SF Youth Advocacy Committee aims to address substance use challenges in San Francisco and promote the well-being of at-risk and system-involved youth.

Duties and Responsibilities:

Program Oversight & Development

  • Oversee implementation and coordination of CHOPP and the Awareness programs.
  • Monitor and ensure compliance with city contracts (SFDPH) and federal funding requirements.
  • Develop systems for tracking deliverables, quality assurance, and outcomes.
  • Lead community needs assessments and adapt programs accordingly.

Staff Supervision & Development

  • Hire, train, and supervise Peer Support Specialists and outreach staff.
  • Foster a team culture grounded in trauma-informed, and anti-stigma,
  • Provide coaching and performance management to support professional growth.

Community Engagement & Outreach

  • Cultivate partnerships with Black-led and Black-serving community-based organizations.
  • Support culturally responsive community presentations, trainings, and campaign events.
  • Facilitate community listening sessions and focus groups to inform campaign messaging.

Campaign Leadership & Coordination

  • Lead the development and implementation of public awareness campaigns in collaboration with SFDPH and community stakeholders.
  • Oversee campaign messaging, creative material development, and distribution strategy.
  • Ensure campaign impact is evaluated and community voice is centered throughout.

Data & Evaluation

  • Track program data, conduct internal evaluations, and prepare reports for funders.
  • Collaborate with external evaluators to ensure the programs meet performance and equity goals.
  • Contribute to continuous quality improvement (CQI) processes.

Required Qualifications

  • Bachelor’s degree required in Social Work, Public Health, Psychology, or related field.
  • Master’s degree preferred (MSW, MPA, MPH, etc.).
  • 3–5 years of progressive experience in program management or leadership.
  • Experience working in substance use prevention, harm reduction, peer support, or community outreach programs.
  • Demonstrated success supervising staff and leading teams.
  • Experience with case management, public health education, or social services navigation.
  • Deep knowledge of San Francisco’s Black/African American communities and service landscape.

Skills and Abilities

  • Self-starter and systems thinker with a track record of developing new programs or initiatives.
  • Strong public speaking and communication skills.
  • Ability to build trust and maintain partnerships across diverse stakeholders.
  • Skilled in data reporting, contract compliance, and government-funded program operations.
  • Comfortable managing public health messaging and culturally congruent campaign strategies.
  • Culturally responsive, trauma-informed, and deeply committed to racial equity.
  • Lived experience related to substance use, recovery, or Black community advocacy is highly valued.
